Statutory Responsibilities

As the competent department for urban management of the city, the Beijing Municipal Commission of Urban Management (Office of Beijing Urban Environmental Development Committee) is a municipal government department responsible for urban management, rural-urban environmental development coordination, as well as the city’s appearance, sanitation, and environmental sanitation management, daily energy operation management, and related municipal public utility management. The main responsibilities of the Beijing Municipal Commission of Urban Management (Office of Beijing Urban Environmental Development Committee) include:


(1) Implementing national laws, regulations, strategic plans, and policy measures; drafting local regulations and government regulations on comprehensive coordination of urban management and urban-rural environmental development, the city’s appearance and environmental sanitation management, daily energy operation management, and relevant municipal public utility management in Beijing, formulating development plans and annual plans for urban management and organizing implementation; formulating relevant standardization work plans and arrangements, relevant local standards and specifications, and organizing supervision and implementation.


(2) Being responsible for providing business guidance, organizing and coordinating, commanding and dispatching, conducting special rectification and inspection and evaluation of urban management in Beijing; undertaking comprehensive coordination and supervision and assessment of urban management and urban-rural environmental development; undertaking specific work of the Beijing Municipal Commission of Urban Environment Development.


(3) Being responsible for the overall planning, guidance, and coordination of the grid-based urban management in Beijing, being responsible for the development, operation, and daily management of the grid-based urban management system; organizing, coordinating, and managing the monitoring to guarantee the operation of the city.


(4) Undertaking the responsibility of managing the appearance of Beijing; organizing and coordinating the landscape development and governance in key areas and key streets; organizing and coordinating the establishment of public service facilities on urban roads; being responsible for the comprehensive renovation of the city’s appearance and environment, putting the overhead cables into the ground and standardizing the renovation; being responsible for the management of outdoor advertising, plaques, signs, slogans, and promotional materials; being responsible for urban lighting management, formulating a special plan for night scene lighting and organizing implementation jointly with the city planning and land management departments, and supervising the maintenance and management of lighting facilities.


(5) Being responsible for organizing, managing, and supervising the environmental sanitation in Beijing; undertaking the responsibility of supervising and managing the cleaning, collection, storage, transportation, and disposal of solid waste such as domestic garbage; being responsible for guiding and managing the development of environmental sanitation facilities; being responsible for garbage classification, and supervising and managing the recycling industry of renewable resources in accordance with relevant regulations.


(6) Being responsible for the industry management of gas, heating, coal, electricity, and power supply points in Beijing; being responsible for the comprehensive coordination of gas station management; being responsible for the construction and operation management of new energy vehicle charging stations (piles).


(7) Coordinating the daily energy operation in Beijing, undertaking the daily operation monitoring, scheduling, coordination, and guaranteeing the supply of coal, electricity, oil, gas, and other energy sources; establish and improve the normalized systematic adjustment and supply mechanism of heat, electricity, and gas.


(8) Undertaking the responsibility of comprehensive coordination and management of the city's underground pipelines, inspection wells, and manhole cover facilities; working with relevant management departments such as transportation to promote the coordinated implementation of underground pipeline projects and road projects; being responsible for the comprehensive coordination and management of the planning, construction, and operation of underground pipeline tunnels, formulating relevant policies, participating in the formulation of underground pipeline tunnel planning, formulating annual construction plans, and being responsible for the supervision and management of the operation of underground pipeline tunnels; undertaking the overall coordination of related municipal facilities construction, establishing an effective connection mechanism for municipal facilities engineering planning, construction, and management, and participate in joint acceptance of relevant construction projects.


(9) Being responsible for the protection of oil and gas pipelines in Beijing (excluding pipelines in refinery and chemical plant areas) and assuming corresponding regulatory responsibilities.


(10) Undertaking the responsibility of safety supervision or management in aspects such as the city’s appearance and environmental sanitation, gas, heating, coal, electricity, power supply points, municipal pipelines and ancillary facilities, underground pipeline tunnels, recycling of renewable resources, gas (power) stations, outdoor advertising facilities, urban lighting facilities, etc.; being responsible for the supervision and management of the construction quality and safe operation of related important facilities; urging key units in the industry to establish safety management systems and emergency plans, implementing safety precautions, eliminating risks of accidents, and being responsible for supervision, inspection and legal handling within the scope of responsibilities; undertaking the specific work of Beijing Municipal Command for Urban Public Facility Emergency and Beijing Municipal Command for Power Emergency, being responsible for organizing, coordinating, guiding and inspecting the prevention and coping with urban public facilities accidents.


(11) Being responsible for the development of science and technology, including information technology, related to the management of the city’s appearance and environmental sanitation, daily operation of energy, and related municipal public utilities in Beijing, guiding major scientific and technological projects, promoting achievements, and introducing new technologies; undertaking the overall responsibility of managing the financial budget and maintenance funds for urban management in Beijing; organizing and carrying out external exchanges and cooperation.


(12) Undertaking other tasks assigned by the municipal government.By publishing the Approval of Increasing Responsibilities Related to Vehicle Energy Management for the Beijing Municipal Commission of Urban Management in 2022, the Office of Organizational Structure Committee of Beijing Municipality approved that the Beijing Municipal Commission of Urban Management should take on the responsibilities of managing hydrogen refueling stations, battery swapping stations, and electric bicycle charging (battery swapping) facilities in Beijing. The Notice on Clarifying the Division of Responsibilities for the Management of Bio-blended Fuel Oil (Trial) stipulates that the Beijing Municipal Commission of Urban Management is responsible for the regulatory management and related work of "bio-blended fuel oil" and in conjunction with relevant departments, researching and formulating standards and specifications for facilities and equipment involving "bio-blended fuel oil" products and supporting storage, transportation, and usage.
